Meet our CEO

Dionne Carter, CEO of Let Our Voices Emerge Consulting, is a visionary leader, educator, and advocate for social change, born and raised in Oakland, California. Her life’s work is grounded in the principles of love, justice, and liberation. As a leader, she embodies the spirit of service, innovation, and collaboration, continually striving to create a world where every individual has the opportunity to heal and thrive.
Blending lived experience with professional expertise, Dionne has built a career that bridges public health, safety, and social equity. Through her work, she creates platforms that inspire dialogue and action around equity, trauma-informed practice, strategic planning, and community resilience. For more than three decades, she has designed and led programs improving the lives of individuals and families impacted by health and social disparities. Her influence can be seen across the San Francisco Bay Area, where she has championed initiatives addressing community violence, HIV/AIDS, mental health, cancer prevention, reentry, juvenile justice, and end-of-life care. Dionne’s professional journey reflects her unwavering commitment to public service. She has held leadership roles including Crime Prevention Liaison with the San Francisco Mayor’s Office, Violence Prevention Specialist with the San Francisco Department of Public Health, Health Educator at UCSF Mount Zion’s Violence Prevention Program, Program Director for Reentry and Prevention Services with Berkeley Youth Alternatives, Executive Director of Vallejo Together for People Without Shelter, and Strategy Manager with Advance Peace. She currently serves as Chief of Public Health and Safety at the Center for Urban Excellence in Vallejo, California. With a deep commitment to education and community empowerment, Dionne holds a B.A. in Social Work (1995), a Master of Public Health (2005), and a Master of Divinity (2012). As a Womanist Artist and Theologian, she is completing her Doctor of Ministry degree focused on trauma and spiritual resilience. Dionne is also an alumna of the UCSF Minority Training Program in Cancer Control Research and a former Fellow of the National Beatitudes Society. Dionne’s leadership is defined by compassion, authenticity, and a belief that love is the most powerful tool for transformation. Through every endeavor, she continues to champion healing, justice, and hope for communities often left unheard.
